I am having the same issue and I have installed through Extension Installer so no way of getting the path wrong?

Import/Export Permission (JNeuhoff) Not Showing user group
Got installed smoothly and refreshed the modification and I can see the Export/Import appearing under tools but not able to find tools/exportimport to give access to it. Please help. using latest version 2.2
