I Can confirm the problem with editing orders is related to hosting company not OpenCart it self!!!
I change the hosting provider and now my OpenCart is fault free
The hosting company with i have problems is

tomorow I will test open cart on new host so I will know if all the problems with cart are from my old hosting company

The API is enabled in back end of Open Cart do I need to enable this somewhere else? What you mean payment method is required That 'red' warning text show in order edit page. There is no warning. only pop up from browser SyntaxError: JSON.parse: unexpected end of data at line 1 column 1 of the JSON...

In api_id i have only one user and is maching the one from back end from OpenCart
I just set the same version of OC 2.0.1.1 on XAMPP on my pc and everything is runing fine.
So i just guess the problem is in my FTP provider

Same cant add any photo.
If I will upload photos to server through ftp and try load them by using opencart manager i have two problems.
1 If photos are in main folder the manager will not popup
2 If photos are in sub folder the manager will popup but i can't open this folder
