Adding a tax class without selecting any tax rates attached to it (possible when you got none configured) and saving settings results in a php error. Probably should check that tax rate is defined before allowing saving.

[BUG] Finnish regions outdated!!
The default zones for Finland are outdated in both 1.5.6.4 and 2.0.0.0. Here are the new (current) ones: http://en.wikipedia.org/wiki/Regions_of_Finland
