The marketplace has a caching system that you cannot clear. If you make edits then they won't show up right away.
As for Cloud price, I believe that's non-functional at the moment. I'm not even sure there are cloud stores running, so you can just ignore the cloud price.

If they're just closing the ticket, it's possible they passed it off to the developer and considered it closed on their end. Make sure you say the developer is not responding and you want a refund. Also make sure that you have the right order_id value when you create the form --- they will need that...
