That's not an OpenCart error message. Contact your web host for support, and ask them to disable any firewall they may have installed for you. Just make sure that's safe to do so, since firewalls are usually in place for a reason.

1. Set up a Geo Zone for the United States (All Zones) in System > Localisation > Geo Zones

The easiest way is probably to view the front-end, and view all of that manufacturer's products. You can do that by using the "Brands" link in the footer, and then click on the manufacturer's name (at least in the default theme).
