Enabling checkout when shopping cart is over 100$.
Hello everyone, 
i'd like to enable the "checkout" process when the amount is over 100$ excluding taxes or 115$ including taxes.
When the amount is under 100$ (or 115%), display a msg, "Orders at least 100$ (or 115$).
I'd appreciate any help.

i'd like to ask if someone knows the way to enable the "checkout process", if the amount of shopping cart is over 100$ excluding taxes or 115$ including taxes!
I'd really appreciate any help.
