Rough timeline to 4.1.0.0

On March 12 Daniel said that the next release was probably going to be 4.1.0.0 and that he was hoping for a release at the end of the month:

 Anyway, it's probably because of this issue: https://github.com/opencart/opencart/issues/12695. The fix can be found in commit referenced in the GitHub issue.
