In OC 3.0.x.x_Maintenance (based on 3.0.3.8, with PHP 8 support and bugfixes) this is not an issue.

These files aren't part of a standard OpenCart 3. If you are serious about getting some help here, then you have to provide some more details, as per the forum rules.
It's most likely an issue with a 3rd party extension or theme, in which case you should ask the author to fix it.

None of the current OpenCart releases 4.0.0.0 to 4.0.1.1 are suitable for live websites. OpenCart 4 is still subject to many development changes and bugfixes.
Use the 3.0.x.x_Maintenance branch which supports PHP 8.x versions, too.

This error could be caused by the usage of PHP 8 which isn't supported by OC 3.0.3.1. Use PHP 7.4 or 7.3.

Common causes for a 503-error are a server that is down for maintenance or that is overloaded.
If you are serious about running an ecommerce site, do yourself a favor and look for a more professional webhost, we wouldn't recommend Godaddy.
