This isn't possible, and I haven't found a mod for this. It would be quite difficult, because you can have unlimited size of category hierarchy, and there would be no way of displaying this. It won't be dynamically generated, but what you could do is create some kind of category selection page yours...

You need QPhoria's Shipping Groups addon.

Alternatively if it's an option, use weight-based shipping, set the weight to 0, and set the shipping amount for 0 weight to 0.
