I removed the .htaccess and both php.ini files and still receive the 404 and Default web site errors. I even went through the install process again with the files removed. DB was re-populated and config files are still empty.

I have run into the 404 Not Found problem a well. I encounterd it after supposedly successfully installing open cart and clicking the "Online Shop" button after installation. I too did a local install on windows vista using MySQL and PHP. Even browsing to the admin site I get Server Error ...
