Maybe your code has syntax error, so it does not affect the front-store. Could you provide your site url, so we can take a look at it closer? View the source of the stylesheet and see if it changed there. If it didnt, confirm you are actually over-writing it. If it wont upload/save/change, then you...

Specific shipping for customer groups
It would be great if Customer Groups had editable options for shipping (i.e. flat rate shown for wholesale customers only). Or it could be done the other way around, having the shipping forms include the customer group options to apply to. Any help as to how to do this would be much appreciated. Man...
