I changed the name of the bg flag to bg1 and changed the U.S. flag to gb and it worked for me!
ALSO, without doing so much extra work go to your admin site, system, language and change image from bg to us.png or vice versa

Okay, great news. Now I see the permission, but the file downloads blank. I also manually edited the admin files per your installation guide.

I know I'm a year and a half late, but just wanted to say thanks! The validator ( http://www.w3schools.com/xml/xml_validator.asp) worked like a charm! It ended up being one item that was causing the problem, I deleted and the feed is up and running seconds later! THANKS SO MUCH uksitebuilder!!!

Spoke too soon. It's not working 
The code doesn's show when I put into the default or the custom directory. I also tied footer.tpl and home.tpl. Shhhesh!
