Making the edit to the database worked for me:
Log-in to your database
go to oc_settings table
sort key column and locate config_timezone
Change the value to UTC
save and you should be able to log in

I found the issue with the image rotation box for Manufactures, if the images are jpg they resolve or disappear
my image rotation issue was solved by converting all the manufactures logos jpg
