State/Region field missing and blank

version 1.5.3.1 template : http://opencartmarket.com/modalife-fashion-opencart-template.html I can't see the state/region information in register account page, checkout, etc. after installing and customizing this template.. When I purchase this template, I can't find any information of what opencart...
