The desktop version performs significantly better. I'm suspecting the mobile layout or the way Journal handles mobile image rendering could be contributing, but I’m not certain. Mobile is always slower than desktop. Pagespeed insights (not real life data) is an estimate of what it expects it to be....

The red option is + $2 = $12
The blue option is + $3 = $13
The black option is - $1 = $9

I think it unlikely to find an extension as per your requirements since it would be very unlikely to be of interest to many people. When you chnage the order status you have the option to notify the customer with a message - so the automation would be somewhat useless .. What you might find helpful ...
