Could be an effect of lack of cache control header in version 3. https://github.com/opencart/opencart/issues/7008

Try the changes here to see if it makes any difference.

We use SSL!
Still does not work with SSL and without SSL!

I have a clean Opencart 3.0.2.0 installed! No add-ons .htaccess has not changed!
In Opencart version 2.3.0.2 there is no such problem, with or without SSL!
