Upgrade from 1.5.6.4 to 2.3.0.2

I'm completely lost. I've currently got 1.5.6.4 and need to upgrade to 2.3.0.2. I've read through the tutorials on here, but don't understand them. Can anyone put it into layman's terms?

USPS Shipping Issue

We use USPS shipping for our website. For smaller items that would normally ship First Class, it only returns Priority and Express Mail options. I upgraded this past wednesday, but it looks like it didn't upgrade, i'm not sure, it still says 1.5.2.1. I thought the upgrade was to 1.5.3. Think maybe I did something wrong ???
