I figured it out for Version 3.x (10/2018) in Admin, Design > Theme Editor > Common > menu.twig - Add items to link to in standard HTML JUST BEFORE the closing </UL> tag at the bottom of the default (and very brief) file. Worked like a charm, easy to get to.

New code still not writing a comment to the error log. Last error code was yesterday's date and time and result of me (intentionally) fouling the script. (adding bad characters to force it to fail) how odd is this?

Had an idea... The authorize.net tech had mentioned something about timestamp being off to such a degree that it failed in this manner. I'd spoken to my hosting admin who indicated the server date/time is accurate to within moments. I did notice though, with these tests, that the time on the error ...
