I made the changes to the files as listed in the link. Cleared the cache in OC and in my browser.... No change to the truncated option values in the cart which is the number one most important issue. I didn't check the order email but I am assuming it would be the same.

I thought I had the "checkout fails at payment method" bug fixed on my 3.0.3.1 installation, but now it is showing up randomly again depending on how the customer goes to checkout. Has this been fixed in version 3.0.3.2?

go to admin, open web developer and disable caching, see if you still have an issue with caching off. I was doing that as noted in my first post. It just wasn't working. I have no interest in dealing with affiliates so this is just what I needed to keep my customers from registering as an affiliate which is wasting their time and mine when they want me to explain how it works for them.
