First of all don't use SMTP unless your web hosting provider prevents it,
if you are using godaddy.com shared hosting here is your solution if you are using other provider it might help:

go to system -> users -> API and make sure the default is enabled and save it.
go to system -> settings -> options and scroll down to Checkout and make sure that the API User is set to Default from the dropdown list and save it.
when you get the warning click on add IP.
that's it enjoy...

Reason is that your server time is different from your local time, you must enter the date available same as server time or call the web-hosting provider to change your host time to your local, in some shared web-hosting you cant change server or host time that's it.
