I would suggest looking again because there must be something.

Opencart does not hide menu items with css - it simply does not display the affected menu items all, removing/not loading the menu item in the php files before it ever gets to the browser.

Works a little differently and uses the limit set in admin.

So you can change it in admin and then it will change it for all affected pages or you can set it manually in the marketing.php.

You are logged to an Administration account not a Demonstration account?

Worst case, use phpMyAdmin and manually add the permissions (twice, once in the access part (if not already there) and once in the modify part) to the user_group table.
