Just to make sure that I properly understand your environment, you are trying to use the File Upload contribution along with the Import / Export contribution, right?  It would save me some time if you can provide a list of any other contributions you've installed as well.

There is a bit of complexity to do with the location of the cust_upload directory because two systems (PHP and Perl cgi-bin) must agree on its location. cache, image, image/cache, and download all need to be set 0777 (not 0755) because apache typically runs as a different user than the ftp user that uploaded the files.

However, if implemented, it should not make it any harder to incorporate non-commercial contributions into the core.  OpenCart will become a far more compelling product when its built-in features can boast some of the functionality now supplied ...
