FYI: it worked! Delete all Zones and Geo Zones, Tax classes etc. it's very cumbersome and takes a long time, but after you create new replacements and turn it back on in your products individually, it works.

I'm having this exact problem too, and I downgraded to OC-2.2 because of some problems with a language pack. I'm gonna try deleting and creating new ones as advised above.

Is there a cache somewhere I need to empty inside the OpenCart system? I'm changing the CSS and nothing is happening in the live store?

I followed instructions to add it in catalog > language so no, but putting it in the admin folder of course helpedcyclops12 wrote: Are you SURE you have the new language file in the ADMIN/language folder ??

I'm on 2302 also. And I just tried changing the folder name on the server to nl-nl. NOT working.
I checked on Chrome and Safari, macOS Sierra.

I already have to new language folders on the server catalog > language > ..... but nothing is showing up in the menu except the en-gb folder already shown in the menu. Do I need to name the folders something special like country abbreviations or something? I've tried everything I could think of.
