Problem in conversion of tpl file to twig file in a custom payment module

geo zone selection dropdown is not working in settings
When we want to select any specific zone in the settings in opencart by dropdown menu and save it, it always saves all zone option. That means the dropdown selection is not working. How to resolve the issue?
