how do i add submenu in admin panel

i want to add a sub-menu in admin panel->system menu,how can i do that?

1.modify "admin/controller/common/header.php","admin/language/english/common/header.php","admin/view/template/common/header.tpl" to add menu
2.login admin panel select "system->users->user group" check you create menu,now you can see new create menu.
3.create menu controller file in "admin/controller/CONTROLLER_FOLDER"
4.create menu model file in "admin/model/MODEL_FOLDER"
5.create menu view file in "admin/view/template/VIEW_FOLDER"
