Opencart 3.0.2.0 Custom Field on Address level does not display label when adding an address

I have custom fields defined at the Customer Address level. The Custom field labels are only displayed next to the field input block when editing an existing address. The labels are missing when creating a new address so the user cannot see which each of the custom fields are called. Just the input block for the custom fields are display on the add address form.
