I am using opencart 3.x and facing some issue related to cache or something else.
For example - I have installed a Latest Product module from admin Extension->Extension (modules) and set the status "Enabled" but it is still showing disabled in modules section. I tried hard refresh (Clear browser cache cookies data) then it is working fine,
Same issue for frontend . I have added a product in cart and it is showing nothing on cart page and mini cart on header. When i refresh (CTRL+SHIFT+R) . It is reflecting.
Please suggest.

Are you using any caching in a .htaccess file by chance. I have experienced extreme caching including what you have said when having set browser caching in my htaccess.

I faced similar issue before. I got it fixed by reinstalling OC3, but this time followed the suggestion to move /storage folder. Then it worked!
If you're on a VPS, make sure you have the necessary permission/ownership of files/folders. Mostly 755 for folders while 644 for files.

Also, try refreshing modification cache. Extensions > Modifications > Hit Clear Button, then Refresh

I tried everything . Move the Storage modification to root directory. Hit the refresh cache. Also checked the permissions on files and folders. But did not get any luck.

I have the exact same issues as you on 3.0.2.0 . Tried everything but the issue still persists . Did you solved it?

Yes, try to add cache expiry in .htaccess file. This will solve your problem.
