when adding new product in the dashboard, in "links" tab filters and downloads can be added but doesn't appear in the product page in front end side.
what is the problem?
I do not recall being able to add links, filters and downloads from the admin dashboard but rather from the admin - > catalog - > products - > add / edit products link unless using an extension.when adding new product in the dashboard, in "links" tab filters and downloads can be added
When you go back to the edit products page, can you see your added links, filters and downloads after saving the form?

If using a custom theme, switch to the default theme and see if the issue can be replicated.

To configure the filter function you have to consider more than one place. Therefor it's necessary to understand the concept of function.

About the downloads:
The built-in opencart downloads are intended for selling digital products, you can't display them on product page. They are some kind of products, when bought are visible in the customer profile section.
If you want to add downloadable links to your products(manuals, documentation...) you can upload them in a separate folder in the site root and add links in the product description. Or there are many extensions in the marketplace section to do it.
