I set the price of the item $ 10. And I got a 10% special.
In addition, I used 'Discount' to set 12% for two purchases and 15% for five purchases.
However, even if a consumer buys more than 2, only 10% special applies.
What's the problem?

I believe is because "Special prices" override "Discount Prices"
Unless you try to find an extension that allows you to use both (as in conjunction), you should use the standard OC as follow:
Use discount for quantity, as you already do, and only specials for when the specials are need it.
In your case:
Price item $10.00
Discount for 1 item set to 10%
Discount for 2 items set to 12%
Discount for 5 items set to 15%

If you add a special price to this item, what ever the special price is, it will apply to any quantity the customer buys...

One more question.
Price setting ...
Price item $ 10.00
Discount for 1 item set to 10%
Discount for 2 items set to 20%
Discount for 3 items set to 30%
..
..

If set, the price is $ 9 on the screen.
I want to show the Retail price of the goods.
Is there an extension to solve this?

As mentioned above, OC standard doesn't allow you to use the Discount and Special in conjunction. You need an extension for that.
You could also use banners or product labels to let the customers know of your discount deal..

There are several options to go about it, either by displaying the original price, or by advertising the discounted price...
You could also expand the horizon a bit by using extension that allow much more products manipulation such as giving discount to a range of products or an entire category of products. Other extensions allow you to set discount or special in conjunction with a group of products....
As you can see there are plenty of choices, it is just the matter of spending a bit of time in the Market and see what is the best way to tackle your needs...

If you search in the Market, you will see the extension available to cover this matter.
