Order approval by a customer's manager

Hi there.
I've got a need to run a store where 1 group of my customers can place orders that need to be approved by a second customer before I can deliver the order.

Ideally customer 1 places his order, and customer 2 gets notified that the order needs checking.
Then Customer 2 logs on and checks the order, and releases it to me for delivery.

Payment is on account, so no worries on that front.

Does anyone recognise this as something that has been done before?
