I want to develop opencart premium extensions but to sell an extension on opencart site you must need a paypal account. In my country paypal is not available. Is there a way to sell opencart extensions on opencart store without paypal?

You could always set up a shop using OpenCart, and advertise in the Commercial Extensions category on the forum.

To be clear, the extension store is for "selling" your items with the purpose of benefiting both the seller and the commission for daniel for using opencart.com's popularity as your node to sell. If you are advertising commercial products and linking outside the store to purchase, then only you benefit and the store doesn't. So it is not allowed.
