If using credit card, limit shipping to billing address ?
If customer uses credit card, then limit shipping to the billing address.
But, if customer chooses designated other payment methods (like paypal or check/money-order), then allow different billing and shipping address
Is this possible?
(paypal would actually be limited to the verified paypal shipping address)

Why? Are you worried about fraud? There are better ways to reduce fraud than to refuse good orders from good people. My bills are sent to a bookkeeping service - so my shipping address is always different from my billing address.

How do you prevent fraud and still get orders out quickly?
What about high-value orders? Do you have a different level of fraud protection for those?

Just as with your other new thread, you don't mention what credit card processing module you are using, nor your version of OpenCart, so it is not possible to analyze what controls that credit card processing company is using.

When you send the customer to Authorize AIM for payment processing, they take care of all of the fraud protection niceties. That's why you are paying them the higher MOTO (Mail Order / Telephone Order) processing rate instead of the lower Card-Present rate on your transactions.
You are sending the customer's Billing Address and the transaction's Shipping Address and the customer is adding the credit card-specific information directly. Authorize AIM uses all of this information to determine if the charge request is legitimate (as well as if the customer has enough "room" on the card) and tells you the result.
You should be able to trust Authorize AIM's approval of the transaction. Your Authorize AIM merchant agreement spells out exactly what their responsibilities and liabilities are as well as what responsibilities and liabilities they are leaving behind to you. It should specify whether or not they analyze the billing and/or shipping address in the course of their authorization process.
The author of the Authorize AIM extension you are using should also be able to confirm or correct what I described here. My comments come only from my industry experience, and not from any specific knowledge of either Authorize AIM or the payment module.

I found the updated fraud package of my merchant to be very useful. It allows you to limit payments from IP based on transactions, number of times a different credit card can be attempted, max amount for the day/week/month, max amount per transaction, etc. It also logs everything so you can see what is happening. I've seen 2 people in the past 2 weeks try fraudulent cards on my site and get stopped by the fraud protection. The right combination of protection settings is what you need.

What does opencart do when the fraud package detects a fraud attempt?
What's the outcome for the order? Is the order stopped before completion? What is the message to the suspected-fraud customer?
