Looking to hire a custom job

I am looking to add the following to our open cart installation. I want to offer customers some hidden specials during the checkout to try to upsell the customer before they checkout. I figure I could use items added to the database that are just not specified in a category or maybe modifying the edit product to check a box for cart_specials and display those items after the customer has created an account but before they enter the shipping and payment info. I'd like to have them displayed in a single column with a 120 x 120 image, a brief description and the special price.

I have a few other needs but this is most pressing.
