need custom affiliates extention

I own an opencart website and just opened a franchise, with more or less a copy of my website as their own.
All the products they sell, I get a 10% commission.
I list their products on my website, when someone buys one of those products through my website, I get 15%.

Here are my detailed requirements

all sales on website2 should send me (website1) 10% of that sale. That is 10% after any other discounts but not including shipping or tax, so for example.
100$ order with a 20% coupon = 80$.
+5% tax = 84$
+6$ shipping = 90$.
My 10% should come off the 80$

any sales from website1 going to website2 should get me an extra 5%, total 15%.
only the referred product should get 15%, other products added to the cart before/after get the 10%
ability to edit/add/remove commissions on the fly (with an audit trail)
easy way to record a pay. Pay will be manual via paypal. Unless it can be semi built in for minimal cost.
