CSS help on a 1.5.3 site and possible other development work

I have a big store on 1.5.3 and need some help to make the responsive CSS a little cleaner. Looking for someone who's a CSS expert.

I'm going to eventually upgrade this store to the latest version, so looking for someone who's overall well versed in OpenCart development.

I'm located in the United States, can pay with confirmed PayPal and looking to do this ASAP.
