[1.4.0] guest_step_1.tpl unknown function getMethods()

In the 1.4.0 guest checkout step 1 (checkout/guest_step_1.tpl)
There are javascript errors tied to the onblurs of postcode, country, and zone calling a nonexistent function "getMethods". Looks like it was something being used to update the guest shipping/payment data at one point but removed in the end since that stuff was moved to guest_step2.tpl
