How do you run an SQL file?

As part of the authorize.net module you are supposed to run an SQl file on the database. I have no idea how to do this. Can somebody provide me some guidance? Is is easy as putting the text file in a specific folder? I have no clue...

currently the only way is to use a database management program like phpmyadmin which comes installed on most hosts in the cpanel.
