The OpenCart Tool supports multi languages now, if you want to add a new language, just follow below steps, take German as an example
1. Create a new folder named “de” in folder OpenCartTool\languages
2. Copy the opencarttool.po to the new folder OpenCartTool\languages\de
3. Use Poedit to do the translation, save it you will have a file name OpenCartTool.mo in that folder, which will be used by opencart.exe
4. Set your environment variable LANG to “de” and restart the opencarttool.exe, see here to learn how to setup an environmental variable : http://www.chem.gla.ac.uk/~louis/software/faq/q1.html
5. Do you see a new face?

I think that "changing environment variables" (STEP_4) is a really bad idea for getting multilanguage support.
Can you add a "Language" setting (select-input) based on a directories and files under languages directory?
