a question about entering the data through admin

i have tried to type chinese character for the information in my web, it works well for all the typing in .php files , however, if i tend to insert chinese character through admin, such as "category name" ,"about us", it always shows error, either showing ?? for the character , and sometimes even showing the message: cannot longer than 64 characters...

any one can help me ? thanks
