instruction to merchant not showing anything

Hi,
I have setup opencart with PayPal express checkout as per instruction. When I check the box that says allow notes and when a customer orders something with comments, nothing is showing for instruction to merchant on PayPal checkout.

Are the comments coming through in to OpenCart? Where exactly is the customer writing them? Some more info would be helpful.

Thanks for the comment. The customer would write them into "Add comment about your order" box and then would appear in admin, but not PayPal.
I've also disabled the in-contaxt popup, still no help.
