Cannot Install Openstack Bitnami on Computer

You can replicate the problem here by installing it on your computer if you like: https://bitnami.com/stack/opencart/installer

The installation does not seem to be going smoothly on my windows computer, whenever i install it and it goes to 127.0.0.1/opencart the google browser says "this site can't be reached", i have reinstalled this program over 5 times now, nothing seems to be working.

What am i doing wrong? Is this a common problem when installing it locally?
I want to be able to practice on this because opencart is a pretty cool application.
