Such is already default when a new customer register himself (during checkout or new account).

As long as you are not a customer, as long you cannot register yourself for a newsletter.
Of course not with the current OpenCart structure, because how would you trigger the guest subscriptions?
To do such, you would need an Extension, maybe there is one (too lazy to check that for you).

Admin>Journal>Skins>Default>Checkout> go to Confirm Order> checkbox Newsletter and checkbox Newsletter Checked.
