Rewrite Manager can do this. You can set an SEO keyword to replace the "route" portion, so for example you can do a rewrite like this:
FROM: http://www.yourdomain.com/index.php?route=account/login
TO: http://www.yourdomain.com/login

You need to set the rewrites up manually yourself (though it does come with common ones that cover most default OpenCart pages) but yes, it can rewrite any page with the "index.php?route=" portion. If you find a URL it does not affect (which I haven't ever found) just contact me and I can take a look into it for you --- it may be caused by another mod, but I should be able to get it working for you. I'm always available for support.
