New user here, cannot find info for ver 3.x to remove the returns page. Do I still need to edit code or is there a different way to get rid of returns?

No way to hide the links in the settings, but if you know HTML/CSS, they're pretty easy to hide yourself. You'd want to edit the footer template file and customer account template file, to remove those <a> tags:
/catalog/view/theme/YOURTHEME/template/account/account.twig
/catalog/view/theme/YOURTHEME/template/common/footer.twig
Or, you could buy an extension that does this for you. I'm not aware of a free one for OpenCart 3.0, but there might be one out there. Here's a start:

Yes, you'll want to refresh your Twig cache (or turn it off) after that. You do that using the gear icon in the upper-right of the main admin dashboard.
You may also want to refresh your ocMod cache in Extensions > Modifications, since if you have any ocMods that affect those files, the edit won't be active until you refresh.
