Warning: mysqli::__construct(): (HY000/2002): Connection refused in

Hi,
I have installed oc through bitnami in google cloud server but while installing i got the following error.
I think there is some file permission issue. anyway following is error displayed.. I am using oc version 3.0.2

Ensure to use the right database information from your config.php and admin/config.php files. Also ensure to set full database permissions from your host console.

I think there is some file or folder permission issues there.
my site worked fine but when i tried to install SSL on google cloud host then i got above error.
suggest whats should change. here is my folder permissions.
/admin --- 755
/catalog --- 755
/image --- 755
/storage --- 755
/system --- 755
config.php ---- 404
admin/config.php --- 404
Please help me

config.php and admin/config.php should be 0644. As for your SSL certificate issue, contact your host.
