[solved] turning off tax is removing tax from prices!

I've gone through the site and removed all the tax rates and set tax to off in admin.
however, for some reason opencart is displaying prices MINUS the tax rates.

How do i completely turn off taxes and stop opencart from removing the rate from the overall display price?
Even with everything i can find switched off its removing the values.

turns out i did not set currencies correctly and GBP was set at .67 instead of 1 when i removed other currencies.
simple mistake.
