Adding a banner to the head section

Version 3.0.2.0
The site I'm working on, I will not need the search or the shopping cart in the header and I want to put a 468x60 banner there.
I know in one of the older versions, you could adjust where they showed up, but I can't remember what file I changed to adjust the location.
Where do I go to fix the placement of the banner?

I am placing it where the search bar is, but I need to move it down and over a bit.

you could put it in here, but in twig-style code:

You then have to adjust the Header SEARCH class Section in the Stylesheet,
to change paddings and margins, colors or borders a little aoround.
