User Group Permissions

OC 3.0.2.0
I noticed in User Group Permissions.

If I give a user Access and Modify Permissions to user/user and user/api
But, do NOT give Access permission to setting/setting
Then, the menu item under "Users" do not display. The "Users" under "System" shows, but the "Users" and "API" under the "Users" menu does not display.

Can anyone confirm this same bug or is it just me? If you're also experiencing this, what's the fix?

Not a bug.
Hi straightlight, right, I apologize. I appreciate the reply.
May I ask why that is that it is required to give permission to setting/setting in order for the User sub menu to show?
