I am refresh installing OC 3.0.3.0b on XAMPP (opencart-master.zip - new download 27/2/2018 at GitHub). Test myself in front page, I tried changing the language from English to another language (Thai for example), then I went to C:\xampp\htdocs\OC3030b\system\storage\logs and opened the error.log file, I saw the contents are as follows:

Remove the last , true argument in line 53 of your catalog/controller/common/language.php file and see if that rectifies the issue after clearing all OC caches from the admin.
