Change order of what to do next

I would like to change the order of 'What would you like to do next?'

I would like to place 'Estimate Shipping & Taxes' first. It is more likely that more people will estimate shipping & taxes rather than user coupon code.

So the new order will be:
1. Estimate Shipping & Taxes
2. Use Coupon Code
3. Use Gift Voucher

Can I change this in the settings somewhere, or do I have to make the change in the catalog\view\theme\default\template\checkout\cart.ptl file?

You need to change the order in the catalog\view\theme\default\template\checkout\cart.tpl file.
